Obama welcomes Syrian chemical weapons agreement, but UN Secretary General Ban Ki-moon has expressed scepticism over Syria's commitment to handing over its chemical weapons. In an interview with France 24 Ban said the Syrian authorities still need to "prove their proposals are sincere."
